Although it's reasonable to be incredulous that Trump is claiming an entirely unproven claim that has repeatedly been debunked (because of course that neeeevvvveeeerrrrr happens!), the thing of it is a) Trump is Trump and repeats unproven and even debunked things regularly b) he's a narcissist who can't accept losing at anything c) he's seriously been claiming there were 3-5 million invalid votes cast against him since, well, since right after the election, and he's been pretty consistent about claiming that, and d) if he loses in 2020, he's going to claim the election was rigged again, because he's been planting those seeds since before the 2016 election. He undermines political norms in this country like it was his job--and as far as he's concerned, it's job #1!

Sure, it's kind of a sick joke. It's also a kind of planting seeds. It's a joke until it's not. And his belief in these illegal votes and promulgation of that idea aid in promoting voter suppression tactics as well. It stops being bewildering and becomes something else.
