That wasn't not being a good communicator or having too much on his mind about the subject.  That honestly looked like he first--wasn't all that sure about Libya (great shades of "Pakistan? We do not know") and second--didn't think all that much about it and had to come up with an answer.

His answer boiled down to whether Obama knew what he was getting into.
