Oh, dear... the Romans liked to display captured barbarian chieftains in their victory parades. This would have the same vibe.
Maybe if he likes Russia so much he should go live there.
Personally, having lived the life I have lived, he and his spawn would be stripped of all: citizenship, assets, properties, money, wallet, keys shoes telephones ... neckties, belt ... everything ... and shipped to the camps to drink toilet water while awaiting deportation to Russia.
Whom in a perfect world would refuse them.
I bet he'll be taking notes for his own parade.
I suspect he will end up not going.
