Admiral Mullen discusses the ethics of ending DADT--

The major point is that the DADT policy insists on dishonesty for GLBT people who want to serve--they can honestly serve their country, but they have to chose to not be honest about their own lives. It is unfair to them. The message that the lawmakers need to take away from this is that it is unfair. The knowledge of staying in the closet didn't stop a whole lot of GLBT people from serving--it only kicked them out down the road, even if they served well and loyally.

This testimony feels like a step in the right direction.
