Gitmo was actually epic fail for human rights. When Cheney fear-mongers and makes out the enemy to be right there at your door--he's trying to soften you up for how you deal with the torture he wanted, which he knows full well will come out. I think that's so he's a little less screwed.
Yes, we held people for no reason. Yes, torture happened. And Cheney--
Can shoot all the quail he wants to in freedom and peace--so far.
